In accordance with the provisions of the Bank of Israel Law, 5770-2010, the Bank of Israel is the exclusive issuer of legal tender in Israel. Under such authority, the Bank of Israel issues each year several commemorative coins denoting important issues and events in the history of the nation and the homeland. The Governor determines the face value, composition, weight, design, and other particulars of the commemorative coins, with the approval of the Supervisory Council and the Government (as noted in Section 43 of the Law), and to that end is assisted by the Committee for the Planning of Banknotes, Coins, and Commemorative Coins. The coins are made of gold or silver, and are marketed to the public and collectors in Israel and abroad through a marketing company.

In accordance with the Law, commemorative coins, special coins, and numismatic items, are marketed through a company appointed to do so by the Minister of Finance, with the consent of the Governor.

On February 8, 2017, Minister of Finance Moshe Kahlon, with the consent of Governor Dr. Karnit Flug, appointed G.R.A.S. Designs and Combinations Ltd. (corporation number 511567059) as a nonexclusive marketer of commemorative coins, special coins, and numismatic items issued by the Bank of Israel that are legal tender in Israel.

The Bank of Israel and Ministry of Finance invite other entities that are interested in working in this area to submit to the Bank of Israel and Ministry of Finance joint Tenders Committee a request to market commemorative coins, special coins, and numismatic items as noted.
