The Governor of the Bank of Israel has appointed a committee to find candidates for the position of Director of the Information Technology Department. The search committee is led by Dr. Adi Brender, the Director of the Research Department. The committee’s other members are Ms. Lena Krupalnick, Director of the Citizens of Israel Fund at the Bank of Israel, and Dr. Amiram (Ami) Appelbaum, the former Head of the Innovation Authority and Chief Scientist at the Ministry of Economy and Industry.
Objective of the Position: The position involves leading the Bank of Israel’s digital and technological strategy, ensuring information security, fostering innovation, maintaining operational efficiency, and complying with the strict regulations of a central bank.
Key Responsibilities:
- Develop and lead the Bank's overall technology policy.
- Guide the Information Technology Department to provide quality solutions promptly, according to the Bank's technological needs.
- Manage information systems, infrastructure, information security, software development, and technology projects.
- Lead digital transformation, including the integration of advanced technologies (AI, cloud, etc.).
- Manage cyber risks and technology regulations.
- Strategic partnership with the Bank's management, business departments, and governmental and financial entities.
- Oversee suppliers, budgets, and human resources in the technology field.
- Support the implementation of a technology-driven, innovative, and data-based organizational culture.
Minimum Requirements:
- At least a Bachelor's degree in computer science, software engineering, information systems, or a relevant field.
- At least a Master's degree in relevant technology fields, management, or public policy.
- At least 10 years of experience managing information systems in a large organization, with at least 5 years in a senior management role.
- Experience working with regulations, cybersecurity, and information security standards.
- Experience managing large budgets, suppliers, and multidisciplinary teams.
Additional Skills:
- Proficiency in advanced technologies, including AI, Big Data, cloud, and DevOps.
- Proven experience leading complex technology projects, including digital transformation.
- A deep understanding of the banking and finance world is an advantage.
- High-level strategic ability, systemic thinking, and decision-making skills.
- Excellent interpersonal communication, influence, and leadership abilities.
- Ability to manage change, flexible thinking, and innovation.
- High-level proficiency in English – reading, writing, and speaking.

The committee has the authority to establish additional criteria and benchmarks beyond the minimum requirements, as well as to use other tools for candidate selection, at its discretion. This may include utilizing external assessment centers.

Employment in this position will be under a personal contract for a term of five years.
